At the bottom of this page from Chapter VIII, the Plan of Chicago lists its key recommendations. A few paragraphs above, the planners declare, "We believe that the tendency which the community has shown by its acts points hopefully to the adoption of a great scheme of public improvement." They then explain further why the public will support the Plan.
